A delegation of 15 students from ADA University in Baku, Azerbaijan, visited the Faculty of Public Service and International Studies at Ludovika University of Public Service on 8 October 2026. The programme provided an opportunity to learn more about Hungary’s political and governmental system, constitutional framework, and regional cooperation, while further strengthening the longstanding academic partnership between the two institutions.
The delegation was led by Professor Anar Valiyev, a former Ludovika Scholar, and the visit was organised with the coordination support of the Embassy of the Republic of Azerbaijan in Budapest. The meeting aimed to introduce the Hungarian higher education institution, its educational mission, and its role in public service education, as well as to offer insights into the functioning of Hungarian public administration and state governance.
The programme began with a welcome address highlighting the importance of international academic relations and the value of personal encounters in fostering mutual understanding. The guests were introduced to the Ludovika University of Public Service, its institutional profile, educational activities, and international engagement. The presentations also offered an insight into the university’s distinctive academic and professional approach, shaped by its traditions, mission, and commitment to preparing future public service professionals.
The professional programme featured presentations addressing key aspects of Hungary’s political, legal, and regional context. Mária Bordás delivered a presentation on “The Characteristics of the Hungarian Political and Governmental System”, providing an overview of the country’s political institutions and governmental structures. Another presentation, delivered by Júlia Téglásiné Kovács, introduced the fundamentals of Hungarian constitutional law, offering the students an overview of the legal principles underpinning the country’s constitutional system and their recent changes. The presentations were followed by a question-and-answer session, giving the participants an opportunity to engage directly with the speakers, exchange views, and deepen their understanding of the topics discussed. In this session former ambassador Iván Gyurcsik, lecturer at the Faculty, introduced in a nutshell the V4 cooperation and it’s historical background, objectives, and contemporary challenges.
The visit represents another important step in strengthening the longstanding partnership between the Ludovika University of Public Service and ADA University. Such academic exchanges contribute to international dialogue, encourage the sharing of professional experiences, and create opportunities for future cooperation in public administration, governance, and international relations.
