The Vice Dean of FPGIS Received a Prestigious Award

Balázs Bartóki-Gönczy, Vice-Dean for Scientific Affairs at the Faculty of Public Governance and International Studies (FPGIS) of the Ludovika University of Public Service (LUPS), has been awarded the Knight rank of the Order of Academic Palms (Chevalier de l'Ordre des Palmes académiques) by the French Ambassador to Hungary in recognition of his outstanding academic career.

Balázs Bartóki-Gönczy was previously a recipient of a French government scholarship and studied at Paris-Panthéon-Assas University and Paris-Saclay University. Through excellence scholarships and mobility programs—including Erasmus+—France welcomes numerous international students and researchers each year, providing them with access to top-tier university education. The career of the LUPS lecturer serves as a prime example of the significance of these exchange programs.

In addition, the Vice-Dean of the Faculty of Public Governance and International Studies at LUPS actively contributes to strengthening French-Hungarian scientific cooperation under the "Hubert Curien – Balaton" partnership, particularly in the field of space research. The importance of the space sector was also highlighted by French President Emmanuel Macron at the Space Summit held in Paris on September 9–10.

Balázs Bartóki-Gönczy plays an active role in university and community life as well: he is a member of the French Alumni Association and the Alumni community, serving as its patron for the 2026/27 academic year. Beyond the academic realm, his work contributes to strengthening relations between the two countries.

The Vice-Dean for Scientific Affairs has been teaching at the Ludovika University of Public Service since 2018, currently serving as an Associate Professor and Head of Department, as well as the Head of the Research Institute for Telecommunications, Air, and Space Law at the Eötvös József Research Centre (EJRC) of LUPS. He earned his law degree from Pázmány Péter Catholic University in 2010, after which he pursued French law studies at Paris-Panthéon-Assas University and Paris-Saclay University, specializing in telecommunications and space law. He obtained an MBA degree from Jean Moulin University Lyon 3 and earned his PhD at the Doctoral School of Law and Political Sciences of Pázmány Péter Catholic University, with his dissertation focusing on the legal issues of online platforms.
