On 22 September 2026, a high-level delegation from the Iraqi Ministry of Interior visited the Faculty of Law Enforcement (FLE) at the Ludovika University of Public Service (LUPS). This visit was part of a week-long professional study program organised by the European Union Advisory Mission in Iraq (EUAM Iraq).
Led by Major General Hasan Shawket Hasan Al-Azawe, Deputy Director General of the International Cooperation Directorate at the Iraqi Ministry of Interior, the delegation was welcomed by Police Major General Prof. Dr Gábor Kovács, Dean of the FLE. After the official welcome, the delegation and EUAM Iraq representatives received presentations and toured the campus, learning about the development and current state of Hungarian higher education in law enforcement.
Educational Model and Law Enforcement Challenges: Dr Zágon Csaba, Head of the Department of Scientific and International Affairs, outlined the organisational structure and the educational and research portfolios of both the University and the Faculty. He presented the Hungarian law enforcement training model, which offers educational opportunities across the entire sector and serves both state and non-state actors in the law enforcement community. Cybercrime and Digital Forensics: Police Lieutenant Colonel Dr László Baksa discussed the educational requirements for combating cybercrime and shared practical experiences from the Cyber Lab. He highlighted the challenges law enforcement faces and the specialised skills taught not only to cybercrime experts but also to professionals across the criminal investigation sector.
Practice-Oriented Training Infrastructure: Police Colonel Dr Bence Mészáros emphasised the importance of experiential learning. The delegation explored the realistic training environments used for crime scene investigation—including the tactical house, forensic laboratories, and other facilities—as well as the methodologies behind virtual reality (VR)-assisted exercises, a rapidly developing field in law enforcement education worldwide.
Border Policing Traditions: To conclude the program, Police Lieutenant Colonel Dr Gábor Németh provided insights into the history and current state of Hungarian border policing. The delegation also visited the Faculty’s Border Guard Memorial Room and reviewed its specialised archive and document collection.
The topics presented closely aligned with the priorities of Iraqi internal security agencies. The delegation viewed Hungarian law enforcement education as an important benchmark, particularly appreciating the seamless integration of theory and practice. The visit fostered active professional discussions between the guests and their hosts on several key topics.
Police Captain András Baksa, Strategic Adviser on Countering Organised Crime at EUAM Iraq, expressed his gratitude for the professional organisation, warm reception, and high-quality responses. He emphasised that these insights will directly benefit the mission and the Iraqi law enforcement personnel it supports. The Iraqi delegation expressed their intention to strengthen professional cooperation with the Faculty of Law Enforcement at LUPS, an endeavour both parties consider highly promising.
