Constitutional Dialogue Without Borders – Indonesian Delegation Visits Ludovika

On October 6, 2025, a 20-member Indonesian delegation visited Ludovika – University of Public Service (LUPS). The professional program aimed to provide guests with deeper insight into Hungary’s constitutional system and the constitutional foundations of law enforcement.

The delegation—comprising university lecturers, PhD students, prosecutors, and law enforcement professionals—attended lectures organized by the Faculty of Public Governance and International Studies (FPGIS). The sessions covered Hungary’s constitutional and institutional framework, the protection of fundamental rights, and the history and international programs of LUPS.

The event opened with a welcome by Dr. Júlia Téglásiné Kovács, assistant professor at the Department of Constitutional and Comparative Public Law, who introduced the key features of Hungarian constitutional law, emphasizing the background of law enforcement agencies. Dr. Gyula Speck, assistant lecturer at the Department of International Relations and Diplomacy, presented the historical development and unique role of the university within Hungarian higher education. Éva Dudás from the International Office provided an overview of the university’s training structure and global partnerships, while Noémi Farkas, Head of the International Department of FPGIS, introduced the opportunities offered by Erasmus+ and international credit mobility programs beyond the EU.

The discussions highlighted particular interest in the constitutional status of the public prosecutor’s office and the practical aspects of fundamental rights protection. The program fostered an open and interactive exchange, where guests not only asked questions but also shared their own experiences.

Led by Dr. Rosa Ristawati and Dr. Radian Salman, the Indonesian delegation expressed their appreciation for Ludovika’s distinctive profile—bringing together education and research in law enforcement, national defense, water management, teacher training, and public administration within one institution. Both sides explored prospects for future cooperation, including joint courses, guest lectures, research collaborations, and student and faculty mobility programs.

The visit further strengthened the professional ties between LUPS and its Indonesian partners and paved the way for future joint initiatives.
