BA in International Public Management

Join us and understand better the 21st century’s fast-evolving reality in which new priorities emerge at an unprecedented speed. Our globalised world has been dealing with a series of dramatic shocks, and the European Union is no exception. It is safe to say that we do not see the end of these tectonic global shifts. More than ever there is a need for a league of young and educated people that can safely navigate on unchartered territories. There is a need for future administrators and leaders of complex governance structures - who have the skills, the knowledge, and the courage to face an ever more volatile geo-economic and geopolitical reality. This new world needs youth that master the skills required at the international level but are also able to act locally to understand the potentials as well as the limitations and risks of globalisation or the recently emerging disruptive factors such as social media or artificial intelligence. A generation of public administrators and leaders that succeeds not only in a business-as-usual environment but also in crises.

Our world – your world – as it is today, is unsustainable. We must get prepared to face and tackle all the economic, social, and governance-related consequences of this fact. Above all, we must cherish our humanity and personal relationships within our community and acknowledge the importance of acting for the public interest.

MA in International Relations

The curriculum of the MA program in International Relations was framed, in collab­oration with the Ministry of Foreign Affairs and Trade, to fulfil practical needs.

The syllabus, having been created to provide practical knowledge and to prepare students for careers in diplomacy, is in alignment with the requirements of for­eign affairs administration.

Topics related to foreign economy and economic diplomacy are dominant seg­ments of the study program. Upon completion of the program, in addition to achieving competitive skills and knowledge, graduates will be able to build ca­reers not only in the field of public administration but also in the private sector, the academic sphere and in the field of international relations.

Duration: 4-semester-long full-degree program providing a Master of Arts degree (120 ECTS)

MA in International Public Service Relations

This comprehensive program is offered both to Hungarian and foreign citizens, focusing on security and defence studies and European studies. The program delivered in English is synthesising the methods and approaches of the disciplines of international relations, public administration, law, and economics. The effects of globalisation, the law and policy-making of international organisations, the institutions and sectoral policies of the EU, as well as good governance or integrity management, are among the topics covered in this program. It aims to educate and train students to become experts in their fields in their future positions either at international and EU institutions or in their respective national public administration roles.

Upon completion of the program, graduates will benefit from a thorough and comprehensive understanding of today’s international affairs as well as the tools that will enable them to critically assess, analyse and answer global and international problems and policy issues. The program aims to train experts capable of undertaking duties at international and EU institutions and agencies in the administration of foreign affairs, defence policy and law enforcement, as well as in the international departments of NGOs or business entities.

Duration: 3 semester–long full-degree program providing a Master of Arts degree (90 ECTS)

 

MA in International Cybersecurity Studies

The program is a 60 ECTS credit Master’s degree for students with diverse backgrounds: public administration, law, management, law enforcement, military, and IT graduates are welcome. It is encouraged that the applicant already has a master’s degree before application. The program focuses on security management and global strategy. According to the European Cybersecurity Skills Framework, the graduates will be qualified for Chief Information Security Officer (CISO), Cyber Legal, Policy and Compliance Officer, and Cybersecurity Risk Manager roles.

The unique feature of the course is that it is designed in a full-time blended learning format, so classes will be held, and assignments must be completed each week. However, we plan to have only three separate weeks of attendance in Budapest per semester to facilitate the in-person participation of international students. The training will also involve renowned speakers from abroad.

After acquiring IT basics that underpin the field, students will be introduced to security standards and legal regulations, risk assessment, and the technical foundations of information security. They will then gain a deeper understanding of international, military, and law enforcement aspects of cyber security, with an international focus.

The main subjects are Risk Management, Cybercrime, Cyber Warfare, Cybersecurity Strategy and Leadership, Crisis Management and Communications, Human Factors of Cybersecurity, Cyber Threat Intelligence, Security Testing and Forensics.

 

Degree Programs in Hungarian

 
BA in International Administration

This 6-semester long program is aimed at training professionals who are able to serve as international administrators, organisers, and contact persons in the international relations of public bodies, with a special focus on cooperation within the European Union and its Member States. Graduates of the training can also work as managers of international organisations. One of the program's cornerstones is competence-based training, aimed at providing students with practical knowledge that they can use effectively in their everyday work. Graduates of the MA program can continue their studies in the master’s in International Public Service Relations program.

 

BA in International Security and Defence Policy

The 6-semester-long BA program provides students with a theoretical foundation of security and defence studies, which includes  Common Security and Defence Policy of the EU, NATO humanitarian and rescue tasks, conflict prevention and peace-keeping, tasks of combat forces in crisis management to joint disarmament operations, military advice, and assistance and tasks in post-conflict stabilisation. The BA program, redesigned in 2013 with the joint university module courses, provides a common understanding and knowledge for all civilian, military, and police students.

 

MA in International Public Service Relations
 

The master’s in International Public Service Relations 4-semester long program aims to train experts to fulfil tasks within international and EU agencies, in the administration of foreign affairs, defence policies, and law enforcement. Our students will be acquainted with a broad range of contemporary questions in international relations, from the phenomenon of globalisation to the law and policy-making of international organisations to international law and the law of the European Union, as well as ‘hot topics’ such as good governance and integrity management. Upon completion of the program, graduates will benefit from a thorough and comprehensive understanding of today’s international affairs, as well as an understanding of the instruments that will enable them to critically assess, analyse and answer global and international problems and policy issues

 

MA in International Relations

MA in International Security and Defence Policy

The 4-semester-long MA program builds upon the knowledge obtained by the students during their BA-level studies, either at the Faculty, or in another BA program which complies with the entry requirements of the master’s program. Careful development of these programs goes back two decades. As a result of unrelenting curriculum development in the field of security and defence policy, Ludovika-UPS has managed to create a unique field of education as no other Hungarian university has these kinds of programs in their portfolio. Security and Defence Policy also has a PhD program within the Doctoral School of Military Science at the university, and is available in both English and Hungarian.
