Department of Cybercrime Studies

The Department of Cybercrime was first established at the Ludovika University of Public Service in the fall of 2018.  After a year the department was merged into the Department of Criminal Intelligence, Economic and Cybercrime.

In parallel with the rapid advancement of Information Technologies, the COVID19 pandemic also created a favorable environment for cybercrime to emerge and thrive.

Rising trends from working from home, online shopping and the eclipse of face-to-face contact have increased the role of cyberspace and its use, leading to the rise of a new criminal phenomena in addition to the old ones. This explosive change requires law enforcement authorities to act more effectively, which is impossible without the right professionals.

Recognizing this and responding to arising trends, in the summer of 2024, educational and research tasks related to the fight against cybercrime were transferred to a new educational department, the newly independent Department of Cybercrime Studies.

The mission of the department is to ensure that students attending the undergraduate program for criminal investigation and cyber-investigation specialization to meet real life challenges in the field of digital forensics, to become familiar with the various forms of cybercrime, the specific procedural rules relating to them, and the characteristics of IT systems and networks. All this will be taught in such a way that, in addition to theoretical knowledge, students will also gain practical knowledge and skills, which will be facilitated by professionals who are working actively in this field on a day-to-day basis.

In addition to its specialized training, the department is also involved in educational and research activities related to cybercrime and other courses at the University. Among other things, our lecturers and instructors give lectures in other specializations of the criminal justice undergraduate program, in the master's programs at the Faculty of Law Enforcement and at the Faculty of Public Governance and International Studies, and provide guidance for doctoral students attending the Doctoral School of Law Enforcement. In order to keep themselves up-to-date on the latest criminal behaviors and detection methods emerging in Hungary and abroad our lecturers and instructors are in constant contact with law enforcement agencies and international organizations. Furthermore, they are actively incorporating current trends and developments into the curriculum and publishing related studies on a regular basis.

It is  our vision that this department's community formed by its faculty and students can support the fight against cybercrime through theoretically based, practical workshops.

Head of the Department of Cybercrime:

The head of the Department of Cybercrime is Pol.Colonel Ph.D. Zoltán Csizner, who holds a  Doctor of Philosophy degree. He has more than 35 years of criminal police experience, which he gained primarily in the areas of combating organized crime. His main research area is the fight against organized crime and the use of covert means.
